A Multilingual Development Agency Inc. is a New York State Department of Health-approved Early Intervention agency, providing specialized therapy services to children from birth to three years old across all five boroughs of NYC and Long Island. The agency was founded over 18 years ago by Lilya Popovetsky, who was driven by a desire to create a supportive and comprehensive service for special needs children and their families. Initially focusing on children from Russia, Guatemala, and China, the agency has expanded to serve children of all languages, nationalities, and cultures, offering services in languages ranging from Spanish to Arabic to Yoruba.

Recognizing the growing need for autism support, A Multilingual Development Agency Inc. has adapted its services to meet this critical demand. With the increasing prevalence of autism diagnoses, the agency has developed specialized programs and trained therapists in Applied Behavioral Analysis (ABA) therapy to provide effective, evidence-based interventions for children with autism. By continually expanding and enhancing its services, the agency ensures that every child receives the highest level of care and support. Lilya Popovetsky Meisel

Lilya Popovetsky is the founding director of A Multilingual Development Agency Inc. As a bilingual specialist conducting evaluations and special education services, she began her career by providing special education therapy which led to gaining a deep insight into the needs of both providers and families. Inspired by families who have adopted children both internationally and domestically, Lilya felt a strong motivation to support these individuals and address gaps she observed in existing services. She holds a Master of Arts in Special Education from the world-renowned Teachers College, Columbia University, with dual Special and General Education certifications. Additionally, Lilya earned educational administrative degrees from Hofstra University, where she was awarded the “Aspiring Leader Scholarship.” With over 18 years of experience and a commitment to positively impacting, Lilya expertly oversees the operations of the agency she founded.
